WHO CAN PARTICIPATE?
All clubs that are members of a national association recognized by FIFA can take part in the Paris World Games. In countries where soccer can be taught in schools, we also authorize teams that are members of their school sports federation.
All players must be insured on soccer pitches, where all members of the delegation (players and accompanying persons) must have third-party insurance.
TOURNAMENT REGULATIONS
The tournament is played according to IFAB or Fédération Française de Football regulations. Matches are refereed by official referees from different countries.
PARTICIPATION CONDITIONS
To meet the conditions of participation, each player can present his or her tournament registration card (Navigo Découverte showing photo, first name and surname) or an F.F.F. license for the current season via the Footclubs Compagnons application. Tournament registration cards must be accompanied by the team list validated by the organizers.
In the absence of the above-mentioned documents, the player must present a valid medical certificate stating that he/she is fit to play soccer (less than 18 months old), an official identity document and parental authorization for minors (or a visa for non-EU countries). In the event of absence, the player(s) will not be able to take part in the match.
It goes without saying that a player can only take part in one edition of the Paris World Games for a maximum of one team (unless the organization decides otherwise in writing). Players currently serving a suspension from their federation for 6 matches or more are not authorized to take part in the Paris World Games.
VISUAL INSPECTION OF PLAYERS AND DISPENSATIONS
The central referee or a member of the organization will carry out a visual check of the 2 participating teams before each match, requesting the supporting documents mentioned in “CONDITIONS OF PARTICIPATION”. In the event of a complaint before, during or after the match, a “reserves” appendix will be available at the scorer’s table. No derogation from the age limit is permitted, except by extraordinary decision of the organizing committee. Any player failing to present the above-mentioned supporting documents or refusing to undergo a visual check of identity and equipment will be refused entry to the field of play.
EQUIPMENT
Clubs are required to play their official matches in the colors identified on the official Paris World Games website. Team members must be uniformly dressed in the colors of their respective clubs: shirts, shorts and socks. Numbers must match those on the match sheet.
Goalkeepers must wear bright colors other than those of their team-mates, opponents or referees.
If a player does not wear the same colors as the other players on his team, he will be refused entry to the field of play.
In the event of two clubs playing against each other wearing similar or confusingly similar colors, the 1st club named in the match announcements is required to wear shirts of a color other than that of its opponent.
Shinguards must be worn by all players.
This obligation, which is necessary for the safety of the players, cannot lead to the loss of a match if it is not respected by one or more players of a team following a complaint lodged in accordance with the regulations.
In addition, it is specified that the participation of a player without shin pads is the responsibility of the team manager concerned, and that the said player may not be banned from taking part in the match.
Substitutes must be differentiated from regulars by wearing a different color jersey.
EQUALITY OF SEVERAL TEAMS WITHIN A GROUP
Teams with the same number of points at the end of the group matches are ranked according to the following criteria in order:
1/ greatest number of points in the match, then goals between the 2 teams.
2/ best difference between the number of goals scored and goals conceded in all group matches.
3/ most goals scored in all group matches
4/ lowest number of cards (administrative sanctions) received in all group matches.
5/ winner of 3 penalty shoot-outs.
EQUALITY AT THE END OF REGULATION TIME IN THE DIRECT ELIMINATION PHASE
During the Final Phase, matches are knockout. At the end of regulation time, teams are separated by a penalty shoot-out.
In the WU13, U11 and U12 categories, 3 shooters must be nominated by each team. In all other categories, 5 shooters must be nominated by each team. The team that scores the most goals with the designated shooters qualifies for the next round.
In the event of a new tie, the sudden-death system is applied during the series to determine the qualified team.
GAME TIME
GROUP STAGES: FINAL STAGES
8-a-side soccer: 2 x 20 min
11-a-side soccer 2 x 25 min
REGULATIONS SPECIFIC TO 8-A-SIDE SOCCER
The WU13, U11 and U12 categories compete with 8 players per team on one half of an 11-a-side pitch. The dimensions of the penalty area are 26 x 13 meters.
The rules that apply are those of the IFAB, with several exceptions noted below.
In WU13, U11 and U12, the offside rule applies from half the pitch as in 11-a-side soccer.
For goalkeeper throw-ins following a goal clearance, the goalkeeper may place the ball on the line corresponding to his penalty point and its surroundings. (The conditions for the goalkeeper to take the ball with his hands from a team-mate’s pass are the same as for 11-a-side soccer. All throw-ins are made with the hands, as in 11-a-side soccer).
ABSENCE OF A TEAM FROM KICK-OFF TIME
If one of the teams is absent at kick-off time, the match will be forfeited to the team present on the pitch with a score of 3 goals for and 0 against. If both teams are absent, the match will be forfeited to both teams (3 goals to 0 for).
The penalized team may appeal to the tournament’s rules and regulations committee at info@parisworldgames.com.
NUMBER OF PLAYERS PER TEAM
There is no limit on the number of players per team. However, only 7 substitutes may take part in a match on an 11-a-side pitch, and only 5 substitutes on an 8-a-side pitch. All players must be able to prove their age and identity. Players are advised to use the same jersey numbers for all matches.
NUMBER OF MATCHES AND DATES
Teams play a minimum of 4 matches between Monday July 8 and Thursday July 11.
A win earns 3 points, a tie 1 point, a loss 0 points, a penalty -1 point.
The top two teams in each pool will play in Tournament A, while teams ranked above 2nd place will play in Tournament B.
During the Final Phase, matches are knockout.
NUMBER OF TEAMS IN THE TOURNAMENT
The Paris World Games cannot accept all applications and reserves the right to refuse certain teams. Priority will be given to teams who pay the registration fee first. A club may enter a maximum of 2 teams per category (except in exceptional cases decided by the management committee).
DISPENSATIONS
No derogation from the age limit is permitted, except by extraordinary decision of the organizing committee.
CLAIMS
All complaints must be made in writing. Reservations concerning qualification and participation in matches must be made before the match kicks off or before the player concerned enters the field of play. Technical reservations must be made in writing at the stoppage of play following the disputed point and before play resumes. A Disciplinary Committee will rule on cases referred to it. A rules and regulations committee will rule on referrals and will be the only body empowered to decide on the postponement of a match.
PENALTIES
The Disciplinary Committee may impose sanctions on individuals on the basis of reports from officials or clubs. It is automatically seized on referees’ reports and can be seized by clubs by e-mail at info@parisworldgames.com
Yellow cards are erased after each match.
DISCIPLINARY COMMITTEE
The Disciplinary Committee is made up of representatives of the players, referees and instructors, as well as a member of the organization. It rules in the first and last instance, except in cases of exclusion from the tournament (or suspensions of more than 2 matches). In the case of exclusion from the tournament, the matter may be referred to the Tournament Committee at info@parisworldgames.com.
AWARDS
Each player receives a prize. For the winners, the Paris World Games Trophies will be awarded (Gold medal). Finalists and semi-finalists also receive trophies (Silver and Bronze medals).
