HANDBALL – OFFICIAL REGULATIONS

WHO CAN PARTICIPATE?

All clubs that are members of an IHF-recognized national association can take part in the Paris World Games. In countries where handball can be taught in schools, we also authorize teams that are members of their school sports federation.

All players must be insured on handball courts, and all members of the delegation (players and accompanying persons) must have third-party insurance.

 

TOURNAMENT REGULATIONS

The tournament is played according to IHF or French Handball Federation regulations. Matches are refereed by official referees from different countries.

 

PARTICIPATION CONDITIONS

To meet the conditions of participation, each player may present an F.F.HB. license for the current season. In the absence of a license, the player must present a valid medical certificate (less than 18 months old), an official identity document and parental authorization for minors (or a visa for non-EU countries). It goes without saying that a player can only take part in one edition of the Paris World Games for a maximum of one team (unless the organization decides otherwise in writing). Players currently serving a suspension from their federation for 6 matches or more are not authorized to take part in the Paris World Games.

 

 

VISUAL INSPECTION OF PLAYERS AND WAIVERS

Before the first match, the organizer will carry out a visual check of the ages of the participants, who will be given a bracelet of a color corresponding to their category. The central referee will visually check the color of the bracelets of the 2 participating teams before each match. Teams must complete a match sheet before each match, which they will sign before and after the match. A “reserves” appendix will be available at the scorer’s table in the event of a complaint before, during or after the match. No derogation from the age limit is permitted, except by extraordinary decision of the organizing committee. Any player failing to present a wristband or refusing to undergo a visual check of identity and equipment will be refused entry to the field of play.

 

 

 EQUIPMENT

 

Clubs are required to play their official matches in the colors identified on the official PWG website. Team members must be uniformly dressed in the colors of their respective clubs: shirts, shorts and socks. Numbers must match those on the match sheet.

Goalkeepers must wear bright colors other than those of their teammates, opponents or referees.

If a player does not wear the same colors as the other players on his team, he is refused entry to the field of play.

In the event of two clubs playing against each other and wearing similar or confusingly similar colors, the 1st club named in the match announcement is obliged to use a different color jersey to that of its opponent.

Substitutes must be differentiated from regulars by wearing a different color jersey.

 

EQUALITY OF SEVERAL TEAMS WITHIN A GROUP

Teams with the same number of points at the end of the group matches are ranked according to the following criteria in order:

1/ greatest number of points in the match, then goals between the 2 teams.

2/ best difference between the number of goals scored and goals conceded in all group matches.

3/ most goals scored in all group matches

4/ lowest number of 2min temporary expulsions collected during all group matches.

5/ winner of 3 penalty shoot-outs.

 

EQUALITY AT THE END OF REGULATION TIME IN THE DIRECT ELIMINATION PHASE

During the Final Phase, matches are knockout. In the event of a tie at the end of regulation time, 5 minutes of extra time will be played. If the teams are still unable to settle the tie, they will face each other in a penalty shoot-out.

In the WU13 and U13 categories, 3 shooters must be nominated by each team. In other categories, 5 shooters are to be designated by each team. The team that scores the most goals with the designated shooters qualifies for the next round.

In the event of a new tie, the sudden-death system is applied during the series to determine the qualified team.

 

GAME TIME

WU13 and U13 categories: 2 x 15 min

WU15, U15, WU17 and U17 categories: 2 x 20 min

 

GAME SURFACE

The tournament takes place indoors on parquet courts.

 

ABSENCE OF A TEAM FROM KICK-OFF TIME

If either team is absent at kick-off time, the match will be forfeited to the team present on the pitch on a score of 10 goals for and 0 against. If both teams are absent, the match will be forfeited to both teams (10 goals to 0 for).

The penalized team may appeal to the tournament’s rules and regulations committee at commission@parisworldgames.com.

 

NUMBER OF PLAYERS PER TEAM

There is no limit on the number of players per team. However, only 7 substitutes may take part in a match. All players must be able to prove their age and identity. Players are advised to use the same jersey numbers for all matches.

 

NUMBER OF MATCHES AND DATES

Teams play a minimum of 4 matches between Tuesday and Friday.

A win earns 2 points, a tie 1 point, a loss 0 points, a penalty 0 points.

The top two teams in each pool will play in Tournament A, while teams ranked above 2nd place will play in Tournament B.

During the Final Phase, matches are knockout.

 

NUMBER OF TEAMS IN THE TOURNAMENT

The Paris World Games cannot accept all applications, so the organization reserves the right to refuse certain teams. Priority will be given to teams who pay the registration fee first. A club may enter a maximum of 2 teams per category (except in exceptional cases decided by the management committee).

 

DISPENSATIONS

No derogation from the age limit is permitted, except by extraordinary decision of the organizing committee.

 

CLAIMS

All complaints must be made in writing. Reservations concerning qualification and participation in matches must be made before the match kicks off or before the player concerned enters the field of play. Technical reservations must be made in writing at the stoppage of play following the disputed point and before play resumes. A Disciplinary Committee will rule on cases referred to it. A rules and regulations committee will rule on referrals and will be the only body empowered to decide on the postponement of a match.

 

PENALTIES

The Disciplinary Committee may impose sanctions on individuals on the basis of reports from officials or clubs. It is automatically seized on referees’ reports and can be seized by clubs by e-mail at commission@parisworldgames.com.

Yellow cards are erased after each match.

In the event of a red card, the Disciplinary Committee will consider suspending the player for the following matches.

 

DISCIPLINARY COMMITTEE

The Disciplinary Committee is made up of representatives of the players, referees, volunteers and educators, as well as a member of the organization. It rules in the first and last instance, except in cases of exclusion from the tournament (or suspensions of more than 2 matches). AWARDS

Each player receives a prize. For the winners, the Paris World Cup Trophy will be awarded (Gold medal). Finalists and semi-finalists also receive a trophy (silver and bronze medals).
